The collapsible panel appears either directly below the primary navigation or the page header, depending on the panel's content. The panel can show up on either the left or the right side of the page.
As a general rule, navigation, filters, and drag & drop functionality should appear on the left side of the page. Right side panels should appear collapsed on page load.

This is an example of a collapsible panel appearing below the primary navigation and another panel appearing below the object page header. This combination is used for when there is navigation in the first panel, drag and drop functionality in the second lefthand panel, and content in the righthand panel. Only add a right panel if there is no other place to put that panel's content.
